By using heatballs, the heating effort of a normal house is effectively assisted. A heatball is a source of heat. Or do you use your toaster as a desk lamp?
By consulting the definition of terms for light bulbs in the EU-Regulation regarding "ecodesign requirements for non-directional household lamps" (COMMISSION REGULATION No 244/2009 of 18 March 2009), it becomes quite clear that a HEATBALL cannot possibly be regarded as a lamp:
"lamp" means a source made in order to produce an optical radiation, usually visible, including any additional components necessary for starting, power supply or stable operation of the lamp or for the distribution, filtering or transformation of the optical radiation, in case those components cannot be removed without permanently damaging the unit;
